Construction Change Directive (CCD) vs. Change Order: The Difference That Affects When You Get Paid
A change order is a negotiated amendment — all parties agree on scope, cost, and schedule impact, then sign. A construction change directive is a unilateral order — the owner directs the contractor to proceed without waiting for pricing agreement. For AP, the difference determines when and how the work gets invoiced and paid. Many contractors don't know they have the right to bill CCD work on a T&M basis while the final pricing is still being argued.
