Mentor-Protégé Programs: The Federal Arrangements That Combine Small-Business Access with Large-Firm Capability
Federal mentor-protégé programs formalize relationships between large contractors (mentors) and small, disadvantaged, or otherwise eligible contractors (protégés). The relationships enable joint ventures that preserve protégé small business status, provide mentors with access to set-aside work, and build protégé capability. SBA, DoD, and other agencies run programs with specific rules. For contractors on either side, mentor-protégé relationships are strategic tools.
